Often called Decora-chan, these girls roamed the streets of the Harajuku and Shibuya districts in Tokyo during the mid- to late-90s.
The style is said to originate from the Japanese pop idol Tomoe Shinohara, who hosted television shows and sang hit songs in fluffy petticoats and knee-high colored boots.
The magazine FRUiTS by Shoichi Aoki documents many different Japanese street fashions that have come and gone since 1996. (from this magazine is from where most of the images on internet came from -.-)
Another important aspect of the fashion is the musical quality of the accessories as they walk. Super cute.

Consider: My Little Pony, Pokemon, Digimon, SpongeBob Squarepants, Sanrio and San-X characters like Hello Kitty and My Melody, anything childish that you love or used to love.
